But the rules don't address potential targets. Only actual targets are permitted to evade. So It can't evade unless it actually becomes a target. This becomes problematic in the maneuver phase when a BG capable of evading cannot evade if the enemy conforms into contact with it. Other situations in which contact is made outside the impact phase allow evasion, but not that one. That's what I call odd.
