I think part of the problem is that the mid Republican Roman troops in FoG scenarios tend to get rated superior/elite rather than as average/superior, while the Carthaginian troops tend to be all average. I think this stems from a desire to model the hastati-principes-triarii supposed distinction on experience (rather than mere age and wealth) and also the supposed superiority of the Roman troops to their allies. I think the FoG categories are too broad to allow such differentiation. And it's questionable whether the older troops in a legion were in fact always older in war rather than in mere age anyway.
