What he means is you can make a move without worrying about the future consequences ... e.g. chuck in things that have flanks ahnging out knowing there is no next move for you to get creamed.

Doesn't the opportunity to do intercept charges mostly mean this sort of occurrence is so unfeasibly rare as to be (on balance) less important than the "it makes organising the competition a lot easier as games end pretty much all at the same time" argument ?

I too wanted the phase to go to my turn as I had a flank march to come on in my movement turn a camp I was at but not a chance to roll a dice to sack it (fortified). and a fragmented unit of your LH within two BG's of mine shooting range so yes I could have done with my go.

The idea that that you get terrian and placement of your troops second as if you were lucky in getting this. It costs points to try and win PBI with me 80 points for IC and +2 for LH/Cav.
Now if a person wants the chance of getting terrian all it takes is spend 80 points on an IC and take 12 bases of Cav will give you a +3 and a good chance of winning PBI.
What I seem to see sneaking in is people want to have terrian choice but not pay the points to get it then say I'm luckey to get PBI.
Its not rocket science pay the points instead of getting that extra LF unit you so need and you too can have PBI.

I'm in the Tim camp as the main reason, followed by it also removes the occasional unrealistic effect.
