Not sure if it works in theme for this campaign, but it could be considered a garrisoning or logistics penalty.

In this campaign, it could very well represent the Diadochi uniting against the one of them becoming too powerful; á la Seleucus, Ptolemy, Lysimachus, and Cassander supporting each other against "poor" Antigonus (poor in the sense that he got bullied by them plus only had one eye

).

Another option for handicaps:
Make setups where there is a "defending player" who has some sort of non-points advantage. For example, only the defending player can re-roll the map and/or the defending player only needs to draw, not beat the opponent.
As for how this could work, in a Roman civil wars type of campaign, there could be a first round to establish some sort of seeding. In the second phase, the other players objectives become to stop the potential Caesar.
Another variant on this would be to set up a campaign where the stronger player ends up with the weaker army or something like that.
As for my interest in campaigns:
1) I worry more about not having enough time to complete them. I can be on the slower end of FoG players.
2) I'm less tempted by a set up with variant armies.
3) Despite being less worried about it now, I feel there is more pressure to feel I am "good enough" to participate in a campaign than a league with divisions designed to seed players.
4) I just don't check the forums enough to reliably see campaigns being posted (as attested to by me reviving this thread)
That said, I love the concept of doing a campaign of sorts where I play an army or faction against its various different opponents - sort of like what Karvon does with his AAR solo campaigns.
