Gallic Army and 1st Etruscan army finished operation next to each other. Both have options to attack the other.
Gallic army will not attack. 1st Etruscan army has to decide.
Relevant rule page 10
Armies that at the end of the other Major Faction’s Operation is located within the ZoC of one or several Hostile Armies go first in deciding whether to attack (unless having already done so under “Moving into the ZoC of a Hostile Army” above), then freely electing which one or ones of the Hostile Armies to actually attack

The 1st Etruscan army will give battle, we are just taking a bit to get our general on the saddle.

3 – 4: Reduce Gallic Army Status 1 level.
1st Etruscan army may advance to Luna.

Year 2 3rd Roman Operation. All armies are in supply.
Gallic army moves NW following road. Modifiers are -2 for disarrayed +1 for moving on the road +1 for moving on a roaad that is connecting 2 friendly cities.
Rolled 7, 6, 4. So moved 3 hexes in total stopping just in the middle of Genua-Luna road.
One of my teammates will do Roman army move. I will share the map after that move.

I don't know if we need to wait until told ,,over to the etruscan side", but I hope you will forgive my enthusiasm, I see there is nothing else to do on the roman side.
1st Etruscan army moves NW:
4 + 1 (for moving on the road) = 5 (Hills) => the army advances and can move again. (I refreshed the page and forgot to rewrite the title of the first dice, so it is written as dallas diceroller ).
3 + 1 (for moving on the road) = 4 (Hills) => Allow move and end Operation for that Army. We will catch you next time!

2nd Etruscan army moves:
SW - 5 + 2 (for being on the road and marching between two friendly cities) = 7 (Hills) => Allows move and another move attempt.
SW - 9 + 2 (for being on the road and marching between two friendly cities) = 11 (Hills) => Allows move and another move attempt.
SE - 4 + 2 (for being on the road and marching between two friendly cities) = 6 (Hills) => Allows move and another move attempt.
S - 2 + 2 (for being on the road and marching between two friendly cities) = 4 (Hills) => Allows move and end of operations for the army. The 2nd Etruscan army is at Vulci.

If Etruscan 1st army moves on NW without taking Luna, its supply will be cut as only other hexes to that army passes through mountains. Each operation an army is without supply it's status is reduced 1 level.
I suggest taking Luna first before going NW. You can redo Etruscan 1st army move if you want.

Well, please make me understand this because I must have read the rules on army supply more than 5 times checking if we can do such a move without losing army status. I understand that our army is on hills right now and that they provide 4 points for army scavenging. I understand that Luna settlement is cutting off the most direct supply line, so it has to be rerouted moving three hexes that are not connected by road with each other, but then the supply line enters again hexes connected by roads with each other that go straight to the army.
My understanding is that the etruscan army should be alright with a +1 supply value as long as they themselves do not step into mountains or do not pass Genua without taking it or if the gallic army goes around it on the road to cut the most direct route again.
Furthermore, I do not understand why you mentioned that the supply line passes through mountains, as the supply train doesn't need itself to forage for supplies. So yes, the most direct route is cut, but why do you say the army will not be supplied?
