I think I'd propose a few changes to the current rules in the future.

First, I propose slightly altering the victory conditions by lowering the percentage thresholds.

Second, I propose that fortresses don't reduce the victory rate by a specific amount, but by a specific percentage (e.g., 4% for a small one or 8% for a large one). This could introduce some positive dynamics into the game.

Interesting , especially around propaganda and how public habits like smoking and drinking were influenced over time. It really shows how behavior can be shaped by messaging and regulation.
Even today, you can see similar shifts—though in a different form—with modern alternatives like e-cigarettes at VapSolo, where branding and perception play a big role in how people view these products compared to traditional habits.
