Yes, formal allinces are made at the begiining of each new season, they are binding thru the end of the year.

Tuam is pleased to announce its formal alliance with Clan Brave.
Clan Brave have in a spirit of Celtic co-operation agreed passage of Tuamanite armies.
Tuam now declares war on Vespasia for its unwarranted interference in Englandia and sends an army via Clan Brave's lands to chastise the scooter riders for this impudent interference.
A challenge will be posted as soon as the summer season is declared open.

Ah Sir Vespasian - put your scooter back for now.
My understanding is that as the Tuamanite mound got its retribution in first you must eject my troops from Vespa land before you can counter invade.
By all means make your preparations but I think we battle on your turf first.
I await confirmation or correction from the powers that be.

Yes diplomacy has started as has PR builds as well.
