The Soviet Union, if the Axis DOW the Soviets in 1941. Then the get a -30 moral penalty.
Furthermore Vichy France gets the same penalty if attacked.

You're right. It's only Vichy France with -30. Russia has -27.

Syria was not an independent nation in WW2, it was a colony controlled by Vichy French.
It is only a seperate nation because of the game mechanics. If Vichy Syria would be considered the same nation as the rest of Vichy France, then the DOW of Vichy Syria would lead to an activation of all Vichy colonies and continental France. However, this did not happen in the real war. The British invaded the Levante (Syria and Lebanon), but the Vichy regime did only try to defend Syria/Lebanon but did not go to war with the rest of the French colonies.
So Syria/Lebanon is a seperate nation according to the game mechanics, but is still considered to be part of Vichy France.

What are the possible advantages of not capturing Danzig on turn 1 of Fall Weiß with the Germans?

Correct, a German partisan may spawn in Danzig (which is a German city controlled by Poland at the start of the game) if you get really lucky. Such a a free unit is a nice bonus for the start, but it will only happen very rarely.

Hit the upgrade button and mouse over an enemy unit. This will tell you the current tech level; but not the max if the unit was upgradeable for example.

Is there a way in GS to tell if an enemy city shrouded by the fog of war is occupied without moving or attacking with a unit? If so, how?
