You've already used Urartian when defending against my attack last round (see POST). Please have a look at the picture below: the minor factions not yet marked in green in your column (the rightmost) are the ones available to you, and only those. And please note that for ally armies, the selected minor faction's army list must overlap (at least partially, with 1 year at least) the time periods of the major faction's army list as well as the round.
