Revolt by a nation that already exists?

Playing as Macedonia. Long ago pushed the Thracians up into Moesia. They've just been sitting there, steaming, while I deal with other things. Now the Thracians have rebelled in Thracia, and put me at war with the already-existing Thracians in Moesia.

Is this a bug or a feature?

The Iberii also revolted leading to war with the Iberii, I guess it is a feature!

It is, depending of certain conditions, an oppressed region can revolt and make you at war with a nearby nation of the same people.
