[Gameplay Bug] [Scrambling spec doesn't work with carriers] [8.4.4]

Actually I'm not sure if the "Scrambling" spec worked before on carriers, I think it did, but I'm not sure as it's ages since I've played naval campaigns and/or used that spec (I never buy it TBH). But since the spec description doesn't specifically exclude carriers, I think it should work on them, too.

Please, either change the spec description or fix the game mechanic. Thanks.

Any thoughts on this? I'd like to play some of the older Pacific DLCs next, and in the current state this spec seems to be useless to choose...

Yeah, can confim - the most strange thing is that it seems to work partially, but against the player - the eff loss is applied, but the instant move ability not.

Can't remember myself if it worked with carriers at all before, but yeah, IMO it needs change/fix.
