Settings keep unchecking themselves
I'm trying to get a hex to show its name on the map in the editor, but the check keeps unchecking as soon as I apply it.

Just click the box twice so it shows a checkmark, then click "apply".
Clicking the box only once places a square inside it which AFAIK means "no change". It is only useful when batch editing multiple selected units / tiles.

Thanks! Now to dive through lua to get spawning to work(i'm hoping to get a scenario that generates semi-randomized garrisons and reserved forces).

If you look at the Defenders of the Reich scenario, it is a good starting point to figuring out how to generate from a potential list of units.
Even with the nice comments built into it, it is overwhelming at first glance. At some point when I have time I'll try and make some first step script guides to get people on their feet with them. It's not about writing your own scripts as much as it's going to be about re-purposing from other examples.
Lua files best viewed and edited in a program such as NotePad++

Scale prestige also unchecks itslef. Any ideas?

I have the same issue as OP and found this thread. And like OP I also am wanting to spawn in units to simulate waves of attackers (scenario is Battle for Cholm, 1942).
I opened up Defenders of the Reich. I see the spawn areas. I went into configure hex mode and clicked around the supply hexes in said spawn areas. I haven't come across any scripting that resembles the spawning process. Checked triggers ect, also didn't see anything of interest. What am I missing?
It sounds like the next thing I need to do is compile a unit list for the Soviets, and a VERY limited available unit list for the player...
