For this event, the rules state,

Decision is crucial! Just make sure you clear or shuffle the building queues in as many Tier III

Okay, the shuffle part is quite clear.

However, the building queue is not as clear. If I have a region not building anything, the queue, is clear, not even a shuffle, does that region become eligible for an emporium?
