Syracusan tourists

As Rome I allied with Syracuse. As a result lots of Syracusan forces started appearing in Italy, obviously enjoying the sights. When I terminated the alliance, the Syracusans stayed on, not doing very much. I had expected that once Rome and Syracuse reverted to neutrality, 'visiting forces' would be repatriated. Is there any way to get them to leave short of declaring war and exterminating them?

I don’t think so, based on my own experience and what I’ve seen on the forum. In fact, they might not be able to leave—in my own game as Rome I cancelled and alliance without realizing one of my own armies was in their territory, and since it wasn’t on the border I couldn’t move to any adjacent region. I had to evacuate them by sea.
