You'll find the definition of each effect in the \Data\effectSequences.txt file. You can try to edit them to your liking. Maybe a simple "find&replace" of some lines and deleting them could work. Don't forget to make backups!

I think it's the animation of the flag in the bottom UI during the AI's turn.
