Like if i want to replace blue noise panel background with transparent black

The blue from where? all the images from the game can be edited, they are png. Check the modding forum section, there is a guide and you can find how extract all the files from the game.

Yes, it's possible. Need to unpack resources and replace number of textures in Images/VG/ (for galaxy map), Images/VE/ (for economics), etc.
