Do Campaigns ever end in a draw?

I have been fighting a campaign on Lieutenant General difficulty with the 1576-1610 Poles versus the 1560-97 Russians for 20 game years now, it is 1597. I must have fought about 30 battles, winning most of them, but neither side is getting anywhere. Does a campaign ever end in a draw, or does it go on until one side is victorious?

BTW, I have fought several other campaigns to a finish, so I know what I am doing.

It goes on till one side is victorious. Adding a war exhaustion end point might be something worth thinking about. OTOH the Thirty Years War went on for....
