Gemini Orbital Flight, Duration Level III allows you to choose non-human-rated boosters like the Atlas-Centaur and the R-7 8K72.

Thans for reporting this. We got a similar report a few weeks ago in one of our forums, it's fixed now. You'll get this in the next patch.
