Game speed - turn effects

Right now it doesn't matter if playing very fast or marathon, farmers need 4 turns to make a improvement, heal 10%/20% per turn, cloning lasts 10 turns, and and and..
Imho it would be better if turn-effects scale with game speed.

They're supposed to scale according to game speed descriptions so must be a bug.

I have another question about game setup in case a dev looks here: What morale % bonuses does the AI receive at the various difficulty levels?

Depends on how far behind the total score of human players they are.

Very hard: +8 to +16 morale
Hard: +4 to +8 morale
Medium: +2 to +4 morale
Easy: +0 morale
Very Easy: -4 to -2 morale
