Leader costs dont change

I change the leader cost in the proper txt file but I notice the cost does not change in the game. Why is that?

greetings, cost of commanders is hardcoded taken into account his abilities, reducing his abilities you can reduce his cost, in example, Manstein with attack 2 and defense 0 and leadership 5 (+10% total efficiency) cost 105, if you generate a scenario with more production and change troops recruit cost all this indirectly goes to can have more and more cheap commanders, it is not a easy process but i like more to have two rating 5 commanders than a rating 8/10, more commanders added increased flavor to the play, it is my point of view about it, if you do not want to change much things maybe reduce simply the rating by 1 or 2 points for each commander and they will be less expensive, it seems that [cost] tab is useless at this moment,
