They would be like Conscripts: cheap, 15-strength, worthless.

Would be available only on late scenarios, like 44-45.

Thoughts?

Personally I am all for this, the quality of the Wehrmacht dropped significantly as the war progressed.
You could even have these on D-Day as Festung Infantrie.

I think no player in the single player game will buy them, but as Aux Units on the map they will be fine! Make it more realistic and maybe in a multiplayer match when they are cheap they could be interesting ...

if they had a stregth of 15, i would certainly buy them.

One question though. Conscripts are made 15 strength but weak and "green" (i. e. they always start with zero experience) to stress the fact that Soviets posessed a lot of manpower, and this could make some difference even if its quality was not great. Can the same be applied to Volkssturm? Were they so numerous to warrant 15 strength?
