[ISS] v1.3.5 CT extra commander bonus

Today while fighting iandavid smith I've noticed in the console that the CT seems to have the +1 "It's a commander or adjacent to a commander" bonus appearing twice for the same unit, and not just in one case, or only for a commander's BG.

it should be easy to reproduce it in the editor.

is this a bug, or why the bonus was counted twice, at least in the log? (and there were not two enemy commanders in that area, only a single 3 flagged inspired one).

I just wasn't sure whether it was a bug or if I was ignorant of a rule somewhere.
(And there are no other commanders anywhere near the action in that pic)
