Papacy alliance

From the manual
15.5.1.2 "The Papacy can’t propose or accept a Royal Marriage and won’t
be part of any alliance. Nor can the Papacy be the target of a ‘sneak
attack’ decision."

Is this changed? I have seen several alliances with Papacy.
There are 10 kind of hard problems in computer science, naming, cache invalidations and off-by-one errors.
