Developed by the Italians in the 1930s, human torpedoes—called SLCs (from the Italian for “slow-running torpedo”) and nicknamed Maiale (“pig”)—were manned, navigable submersibles designed for surprise mine attacks on enemy ships anchored in port. Several series were produced.
Launched from a nearby sub, two Italian marine commandos would sit astride the torpedo and quietly putter along the waterline at about two knots toward the harbor. The frogmen would then descend underwater, cut through any anti-submarine netting guarding the port, and clamp mines onto the hulls of the target ships.

You just have to assign a ship-attack value to them. They already dive submerged when moving...

First, I don't see much resemblance of the SBS Canoe to the above images:
However, Gabe had the right idea, StuccoFresco. From reading the article, I got the impression that the "Human Torpedo" was more of a vehicle than a torpedo. Actually, it would operate more like a submarine, come to think of it.
In that regard, the better starting point might be the Japanese Kaiten suicide submarine:
The thread title was tongue-in-cheek, but perhaps there would be a modder out there up to the challenge of converting this to the Italian "Human Torpedo"?

Heh, I am putting way too much thought into this now, but rather than having the kamikaze trait of the Kaiten, the Italian Human Torpedo would need the camouflaged, concealable, specOps, and quickRetreat traits of the SBS Canoe. It would need to be able to strike like a commando and not self-destruct like a suicide sub. Sort of a blend of the two units; SBS Canoe for operations and Kaiten as a starting point for appearance.
And! And, the Human Torpedo would need two versions: surface and submerged and be switchable.
So, who is up to this challenge, eh?

Backtracking: No, forget about the SBS Canoe stuff. The Italian Human Torpedo would not be making landfall and converting into commandos. Instead, it would operate like a very small submarine with, perhaps, outsized offensive capability.
