...unless of course I'm doing something wrong.
1. I move my /data director to where I've installed the editor.
2. Load the 1939.scn file.
3. Change German Infantry tech to 1.
4. Save the 1939.scn file.
5. Move the /data directory back to it's normal place in CEAW.
Game crashes on the opening splash screens.

Yup - tried that.
Also tried on both my "plain" 1.12 CEAW and my BJR mod 1.12 CEAW.
To describe exactly what I've done is this:
1. Installed the editor into a seperate directory.
2. If I try copying the data, game, gui, and image directories from my CEAW into the same place in the editors directory, the editor won't start as it complains about various file problems. The only directory it seems capable of working with is the data directory.
3. Move data directory from the CEAW structure into the editors directories.
4. Open the editor.
5. Load the ww2.map from the /data directory.
6. Open 1939.scn from the /data/scenario directory.
7. Amend first German tech from 0 to 1.
8. Save the 1939.scn. The new file is 626kb, the old was 629kb. This seems strange since all I've done is change a 0 to a 1.
9. Move the 1939.scn file from the /data directory where the editor insists on saving it, into the /data/scenario directory overwriting the original one.
10. Move the data directory back to the CEAW directories.
11. Load CEAW. It crashes after the first splash screen.
