I don't think it was this forum thread, but on one, I bought up the Civ 2 expansion Fantastic Worlds which was a classic example of the game developers grouping together the best from the mod community with a few of their own and issuing it all as an expansion pack and that was back in the days it had to be done on a CD.
Now its much easier to distribute content through download, there is an untapped pool of talent and creativity out there, I just requires a method of tapping it and making it available as authorised content.

There already is a fairly simple scenario maker tool (I was using it a year before Panzer Fury), where you use the stock icons, units and settings. To get things like new graphics and units into the game, you need to program them in (which can be done through Excel) - so there is options for all skill levels.
