In our ever-evolving mod, we have synthetic oil plants (two of them) added to the German landscape. Neither, this nor the very interesting solution you suggest, would address the issue of the negative oil and its profound impact on the end game.

RKR's suggestion about making the oil value editable is the best solution---then players can leave it alone, or change it to their liking.

1. In the standard game, the German player should always run out of oil in about August 1944. This doesn't matter because the talented player wil have won the war by that date with expensive units :D

2. if the german player can capture Oil producing hexes and hold them for a short time, then this should increase his oil pool so that he would run out of oil, about December 1944

3. If the german player produces Ersatz Oil, and does not capture oil producuing hexes, he then has enough oil to last till about March 1945. The earlier he begins production the longer he can last.

If the game were well designed all the aboove could be implemented.

The german player should receive a message that he is short of oil. Then he can choose to mount limited counteratacks late in the war.

In attack, a unit might use up 2 "units" of oil. But, in the defense, if a German unit is attacked, he should only use up 1 "unit" of oil.
