Operation Compass British Tanks
The British have three tanks available for the Operation Compass scenario: Cruiser Mk.IV (A13), Valentine Mk.I, and Matilida Mk.II. All three have the same QF 2-pounder (4o mm) gun, yet their anti-mechanized attack values are different. The A13 is 9-11, the Valentine is 4, and the Matilda 8-10. Why is the Valentine Mk.I's value so low?

I read that the Valentine Mk.I was not used due to problems due to rushed production (?)

Perhaps it is because they only had a 3-man crew. They didn't have a loader until the Valentine Mk.III.

Another question is why is their infantry attack so high when they've got no HE shell on the gun and only an MG or two for dealing with infantry. Or my personal bugbear, 20mm AA trucks with an AT mode when most 80mm+ AA doesn't have one
The answer is that game stats aren't based on the actual characteristics of the vehicle and they really haven't ever been.

Funny cuz the French tanks aren't penalized for it.
Frankly there's a lot of very weird decisions made for many units in this game. Why is every light cruiser represented by a single, unchanging, unupgradable unit? Why can you get Me 262s in February 1944? Why do Gurkhas have their 1945 upgrade unavailable before Burma Road's end date? I stopped questioning things a long time ago.
