Okay, is this mod something that can simply be copied and pasted to existing game folders? Or is it really involved and you have to change existing game folders and run the risk of nothing working?

This is the proper way to create/distribute mods.
1) Create a folder 'Mods' under My Games....etc. See screenshot.
2) Create a sub-folder with the name of your mod, ie 'Erik's mod'
3) Create the folders with files you want to mod, ie 'Data' mod with units.txt for changing unit parameters.
4) Any scenarios that will use the edited parameters must reside in the Mods 'Scenarios' folder.
Distribution:
a) Zip your mod folder, ie 'Erik's mod' and upload (I use dropbox).
b) User creates his own 'Mods' folder similar to 1) above.
c) User unzips 'Erik's mod' in his 'Mods' folder
d) Run the game and select 'Erik's mod' from the main menu.

Erik, thanks for trying but it doesn't work. Which I knew would be the case. Mods are a convoluted mess in every game.
I made a folder called Mods where you said. then I copied 1667 files in the MegaMod and put them in there. Nothing happens..
Don't even try to explain this.. I will just play the game as given to us by the company. I can't understand anything the guy who made this mod says anyway so it's really isn't surprising that there aren't comprehensive installation instructions.

I don't think Erik's instructions were really directed to you. For the "official" mod system to work it has to be set up according, and I don't think this one is at the moment.Erik, thanks for trying but it doesn't work.
The upcoming patch further improves modding support and the Battle of Britian mod will be an example of the possibilities. As for installing the latter, it will be as simple as opening the in-game DLC manager, selecting the mod, clicking "install" and restarting the game. They you'll get to choose between launching the mod or the base game. No manual copy pasting of files required.

Unfortunately we stop working on modifications of this game from the old versions are asking small changes (enable graphics icons for the game), to make major changes to the player's view, but it is activating little. We will be behind them to ask activate each icon.

This mod sounds interesting but the fact it lacks proper install instructions is a bit of a deal breaker, also I'm not entirely sure if it will even run on the latest version of the game.

If you do get a chance to download it, the folder would go in the C:\Users\[your name]\Documents\My Games\Order of Battle - WW2\Mods folder. Be forewarned, though: In all likelihood, there is very little chance that a mod that was developed five and a half years ago, and has had no posted updates from its creator in all that time, would work in the current version of OOB. bcnkor5 has not been active in the OOB forums since April 2017.

Oh, it's still relatively easy to mod for OOB. (When I say "mod," I mean to change aspects of the basic game, not designing custom scenarios and campaigns.) The problem is, such mods need to be periodically updated as the basic game changes. I would say your chances are nil that this particular mod would have worked even if the link to it was still operational. The fact that the link is broken is also a bad sign.
Custom scenarios and campaigns do have a longer "shelf life" as the game developers have made an effort not to make changes that will unnecessarily destroy custom work. Basically, the approach has been to add features to the game, rather than subtract. Still, custom designs do need to periodically be updated as new game versions are released, as I found out myself recently.
