Is the chance of getting a token different for different governments?

It seems the chance of getting a token varies. It can be 25%, 30%, 35% for different countries.
I'm not sure why.

AFAIK it depends on where you are in the list. If you are just in the green or red its 25%. When you are top or bottom its 35%.
