Suggestion: Include Manpower in the Just Conquered / Being Pacified region penalties

When the nation is still developing, and manpower is a limiting factor - it's possible, before a war, to recruit many units going into a per-turn negative on manpower (while having enough in stock to last a few turns a least) and then conquer several enemy regions returning you back to positive per turn income.

Just as newly conquered regions have severe penalties, on commerce and culture especially, for multiple turns - I think that should be the case with manpower as well. It would make thematic sense as well - it should take a while before you can enlist recruits from just-conquered enemy population.
