Regional Impediments not working correctly?

Hi,

Perhaps I've been very unlucky. but as far as I can see an army with over 100 strength has zero chance of removing impediments such as bandits etc.

According to the text on such impediments an army with 100 strength or more has a 20% chance of removal. I've not seen it after 20 turns and more. Please devs can you check the code and address this?

I have seen it work, but also had an army standing around for a very long time or a herbalist etc.

The chance of standing around for 20 turns and not getting a positive result is

(1-0.2)^20 ~= 1,15% or approximately 1 in 87.

Often it works in the first turn or it takes a long time?!?

Strange as it is definitively working ... I guess any non zero probability could happen, or there would not be winners at national lotteries ...
