Is shuffling worth the time lost?

Do you shuffle when you really need something or just pick the best choice on the list?

I have found shuffling to be quite effective when I want to field two extra armies. But I know there are players who are always trying to do a mathematical analysis. What have you found?

Clausewitz wrote that luck has a big part in war. You need certain structures to train improved units, so I do shuffle in my military regions. Sometimes none of the choices are worthwhile, so your only choice is to shuffle. The question is, "what does it cost to not have an Academy or Provisioner?"
