Possible mutual peace offer bug

I'm playing a multiplayer game and I had a war that I did not want, triggered by an alliance. I immediately offered my opponent peace. Once I made the peace offer, I saw the "something is out of your hands" message in the diplomatic box on subsequent turns. That offer timed out. So I made another. Same message. It timed out too. He claims, however, that in this time he made peace offers, and that his offers also timed out.

So - when two players make peace offers, is there a bug (or feature) whereby they cannot see the peace offer from the other player?

Who are you trying to make peace with? If the nation is a client state, you cannot get them to sign a peace- you'll have to talk to their master.
