Cannot stop map scrolling

When I open any new or saved game, as soon as I move the mouse cursor anywhere into the map area, the screen automatically scrolls to the map's upper right corner. I turned mouse scrolling off, but that made no difference. The only way I can get to and stay in the lower left map corner is when I press and hold the left and down arrow keys. This happened after installing 6.1.9.

Do you have any extra controller plugged in, like a joystiock, joypad, etc.?
