In the squad file the Indian chariot base numbers are 200 men for Heavy and 100 men for Light. Is this same number used for calculating the number of chariots or do we divide by crew size? eg 200/4 =50 chariots or 100/3 = 33 chariots. Are the number of Elephants treated the same way?

It is 50 chariots for both - light chariots have 2 crew, not 3.

Elephants numbers are actual elephants. You can assume that in reality they are spread out over 3 squares, but we cannot directly represent that in the game.
