Mods and PBEM

The mod and a modded scenario looks fine in the editor and plays fine as hot-seat.
But on the server all objectives txt is gone and the game is obviously picking the standard units.csv and thus substituting modded units with random standard ones.

The editor needs the scenario to be placed in the Mods/Scenarios folder, but the PBEM does not see scenarios in this folder. The PBEM needs them in the regular folder.
This is inconsistent.
