I haven't played FOGR for quite a while but was just reading an old thread on Determined Horse being a bit subpar.

Bearing that in mind (and admittedly a slightly oblique solution to the topic) I think what really should be changed in FOGR is making Superior break at 50% base losses (ie same as Average). It would I think solve a lot of the perceived points problems with Superior troops - and no need then to change their points values with all the issues that entails.

Simple and effective !

The really radical move would be to give ALL the same break point... Games suddenly become very brutal:)
