Commanders, impact phase, and quality re-rolls

Hello all,

We are currently playing a game between Romans and Carthaginians and a question came up that has not occurred yet.

When can commanders be declared to be fighting in the front rank? During our impact phase we each had a commander in the battlegroups and were wondering when you can declare for the reroll.

We looked it up and saw nothing that said which phase they can move in so played the round with niether commander moving in until the melee phase.

If commanders start the impact phase with a BG they can charge with the BG and join in the front rank at impact. If they do not start the impact phase with the BG they could move to join in the movement phase and then fight in the melee.

In the movement rules, p50, it suggests that a commander can only move his position in a BG during manouvre or the JAP. If he moves with it, he stays in the same position. This seems to imply that a commander must move to front rank during the JAP if he wishes to be in front rank in the next impact phase, but if he doesnt, he can move in the manouvre phase between impact and melee, forcing his way into the fighting.
This is not how I've been playing the rules, I must admit!
I've looked at p99 and taken the spirit of "declaring" him to be fighting in front rank to mean if he's with the BG, he can at any point be moved into fighting position, ie during the impact phase before any dice are rolled.

I hope the second interpretation is valid, though the first seems a fair way to play, too, more forethought needed!

Commanders move with BGs at impact, or with BGs or alone in Movement, and alone in JAP.

If they are with a BG in combat they can be daclared in the front rank at any time. Even in response to an opponent saying he is going to do so. He just needs to be with the BG at the time.

Thanks Hammy and Si...it looks like the way I have played commanders has been the accepted one. It,s good to see the spirit and intention behind the game pattern prevail over the nitpickiest possible interpretation of the words, unlike in some rulesets!
