Shooting at Broken Troops

Had a game yesterday where this situation came up:
My light cavalry charged a wavering infantry unit which failed its test and so broke. The angle of the charge was such that the infantry had to flee into the path of my unit of heavy guns at medium range - not so good for them!! There was another enemy unit that could have been fired on by the guns, but at long range.

The question is, did the guns have to fire at the broken troops, or could they be ignored and the guns fire at the other long-range target?

We searched through the rules and could find nothing that allows the broken troops to be ignored. The conclusion we came to was that I had to fire at the broken unit, as it was the closer target, and that it would make an outcome move if hit with enough shots to cause a cohesion loss (same as wavering troops hit at med/long range).

Was this correct, do you think?

Yes, you are correct.
Sometimes shooting at routers is useful if it makes them retire again, into range or bursting through troops which haven't tested yet.

Yeah, they burst through the long-range target and dropped them a cohesion level anyway (I think).
