[0.20.1]Cannot Cycles through cities

build 0.20.1
windows 7

From the main map, when I click on a city to reach the city screen, to move to the next city, I can cycle as much as I want using the right cycle arrow (next to the city name),
However when using the left arrow after cycling a few time, I cannot cycle any more through the left.
i.e. at some point when using the left cycle arrow, the cities do not wrap around anymore.

I joined a saved file, but it seems to happen in all games.
