Bugs: transport loops

transport in the transportation loops does not count for transport limits. I think they should.

Eg.: I take huge amount of units from England (e.g. 8 transports) and swim to Egypt. When I enter the transportation loop I do not need to pay transport overuse cost.
Never in the field of human conflict was so much owed by so many to so few.
