When activating the Upgrade tool, sometimes some units become eligible for upgrade "from level X to Y", but with no apparent changes on any attribute, what is the purpose of such upgrade?.

Look at color changes for some of the text. Then check the tooltip and you can see what will upgrade. E. g. organization, oil consumption, land spotting or sea spotting won't show as a stat, but will still be considered an upgrade. Then number increase will show you the number of stats that will increase. E. g. if you see 5/7 it means you will get 2 stat increases.

Thank, probably are these stats like organization, oil..., that no apparent change is made that were upgraded.
