I also remember reading that, but it seems the force using the ferry should control at least one of the ports on either side. I thought in the original PG, that you had to own both cities in order to cross there. I imagine it was to imitate the need to use a ferry to get across. If you only had one of the cities, you then had to use paratroopers and/or naval transports to make an assault and try to gain possession of both cities. From what I can see in this picture, the Axis has both cities, yet the British troop was able to cross.
