No English Carrier in the Med
In my game against Mikko, the Italians have joined at the fall of France, and I have no English carrier in the med, nor one in the building que. That being said, I had transported some Canadian units to the med, with one arriving at Port Said and the other two still in the Red Sea. The one arriving at Port Said must have arrived at the same time as the Carrier would have Spawned. By the way, I didn't remove any of the Garrisons from the Med.

I think Port Said being occuppied at the time that the CV was to spawn prevented it from spawning. This is a bit harsh but if I remember correctly this was a fix to a bug where the allied player moved an air unit to the Malta airbase before the UK air unit spawned. Do you think we should do anything about this? One solution is to move the Red sea transport loop so it isn't adjacent to Port Said. A second solution is to prevent units who moves through transport loops from entering in a port hex. This will affect Port Said and Basra so the adjacent transport loops will have one less capacity.

I have just moved the transport loop and generated new scenario files. I will send the to Ronnie and Paul to add to the installer. Slitherine has received the files, but will add these separately.
This is not a big issue, but the consequences are big if a player is unlucky and sends naval units to the Med which blocks for the CV to spawn. So dealing with it is probably a good idea.
