Max mounted BG’s Thessalian Greeks + 1 Allied Command?

Greetings FOG guru’s!

I’m hoping for a definitive answer before I order figures for my first FOG army.
Page 7 of Immortal Fire says that: “troops in the (allied) contingent are deducted from the minima and maxima of the main list”

So, prior to 450 BC, can a Thessalian Classical Greek Army have 4 BG’s of Mounted?

3 X 4 Light Horse (12 of 12 max of main list)
1 X 4 of Non-Thessalian Allied Cav. (4 of 6 max of main list)

I would say yes as the ally is non-Thessalian so his cav are subtracted from the allowable non-Thessalian Cav

putting the arg into argumentative, except for the lists I check where there is no argument!
