I had an opponent try this exact tactic with his Med Polish vs my Med Germans yesterday.
I found a great 'loop-hole" in the rules to prevent it.

I rolled a 5 to make him pick up the River and a 6 to make him pick up the road. LOL

One historical pool : The dark ages and the birth of chivalry
- Wolves from the sea
- Decline and fall
- Oath of fealthy ( no options after 1149 some some armies will not be allowed )
+ the armies allowed in the « themed tournaments » at the end of those books ( no options after 1149 ) .
One open pool :
All the published lists by 31 december 2009 and not being part of the historical pool .
In both pools, the players will be paired as follow :
- The most historical way possible
- People who do not know each other or very rarely have the opportunity to play with each other .
Your results will not influence the pairing .

One solution I've seen is to put a tiny bit of blu-tak on the bottom of the bases. It creates just enough friction to stop them sliding down the hill.
I find that the best approach is to be friendly and tell the opponent where "they really are" and have never had an issue.
