Clarification of Multiplayer

I only buy games that have multiplayer so I would like to clarify some of the DLC's available for Order of Battle. For example, the Panzerkrieg DLC it indicates one player but then traditional PBEM. So which is it, one player or multiplayer.
Judging from the details of Rising Sun it is only playable as the Japanese. For U.S. Pacific, only playable as the USA and for U.S. Marines it is multiplayer.

OOB:WW2 is multiplayer depending on the scenario played. the campaign scenarios are all solitaire. Other stand alone scenarios can be any combination of from 1 to 4 players (human and/or AI).
