What Act and Mission # can I first get Sanguinary Guards?

In the tutorial campaign, you generate requisition as you battle. In Act I, after three missions I still haven't generated requisition so I can't repair my units or purchase new ones. Is this as designed? In other words, because I chose Counter-Attack as my first mission (capture the Ork), now I get...
