An option that I have seen in other posts is to reinforce the super-glued cross member (once dry) with some thread - wound around to make a ball and then super-glued as well.

Have yet to try this myself!

Dave - the better plastics - Zvezda, HaT and Orion come out at 23/24mm compared to current 28mm metals, they are smaller all round. Crusader Miniatures (28mm) have just released a Thracian range which has a quite atmospheric standard bearer with a half moon on a pole (garlanded by some 'trophy' heads). Maybe an email to Crusader might elicit some information about the provenance of this! Might just be a flight of fancy of course...
